What is Prop 1?
Proposition 1, or the "Reproductive Freedom and Privacy Act Initiative," is a Ballot Measure that will be on Idaho's ballot this November.
Not only would it allow abortions to be performed in the State of Idaho, but it would also endanger women by eliminating protections that kept women safe under Roe v. Wade when abortions were allowed in every State.
What is in Prop 1?
Shielding abortion providers from consequences.
A healthcare provider could not face any consequences for injury, malpractice, or coercion while providing an abortion.
“In no case may reproductive health care provided consistent with this act by a health care provider be a basis for professional discipline, civil liability, or criminal liability…” (section 2e of RFPA)
Excluding parents from their children's health decisions.
The measure does not specify age when referring to individuals accessing reproductive services. That means that minors could access abortion or other reproductive services without their parents knowledge or consent.

Permitting non-physicians to provide abortion services.
The measure redefines "healthcare providers" as "a licensed person or an entity." That would allow unlicensed staff at any healthcare clinic to provide abortion services. This could be interpreted to include dentists, psychiatrists, or even secretaries at an abortion clinic.
"Health care provider" means a licensed person or an entity that provides health care or medical treatment.” (Section 5f of RFPA)
Allowing third-trimester abortions.
The measure allows abortions up until the point of "fetal viability." It then redefines that term to be the point at which the physician deems the fetus would survive without "extraordinary means," which are not clarified. With this wording, physicians could perform abortions as late as the ninth month.
"Fetal viability" means the point in a pregnancy when, on the basis of a physician's good faith medical judgment…the fetus has a significant likelihood of sustained survival outside of the uterus without extraordinary medical measures.” (Section 5d of RFPA)

Despite their name, this organizations sole purpose has been to bring abortion back to the State of Idaho since Roe v Wade was overturned in 2022. In writing this measure, they neglected obvious safeguards that would have protected the health and wellbeing of women.
Planned Parenthood
Alliance Advocates
Planned Parenthood is the largest abortion provider in the United States.
According to their annual report, they performed over 400,000 abortions in the year 2024-2025.
They have a financial interest in making abortion available in Idaho.
The Idaho Democratic Party
On September 30, 2025, the Idaho Democratic Party formally endorsed this measure.
They have repeatedly made public statements in support of legalizing abortion in the State of Idaho again.
